Significant wave height is the number your marine forecast is quoting when it says seas will run three feet, and reading it as a maximum is one of the most common ways boaters get caught out. It is the average height of the highest one third of the waves, measured from trough to crest.
Forecasters use that definition because it matches what a person on deck would call the wave height. Sea surfaces are irregular, and an observer's eye naturally skips the small waves and reports the ones that matter. The statistic was built to reproduce that judgement rather than to describe the average of every ripple.
The practical consequence is that roughly one wave in seven will be taller than the forecast figure, about fifteen in every hundred, and the biggest waves in a given period commonly reach one and a half to two times the significant height. A four foot forecast can hand you a six or eight foot face at the wrong moment, which is why an inlet, a bar crossing or a beam sea deserves margin rather than a decision made right at your limit.
Height on its own still does not settle whether a day is comfortable.
