Fetch explains why the same twenty knot breeze gives you flat water in one place and a punishing ride two miles away. It is the distance over open water that wind blows in a constant direction, and along with wind speed and how long the wind has blown, it sets how big the waves get.
The longer the fetch, the more time and distance the wind has to transfer energy into the surface, so waves keep growing. Large lakes and open ocean can develop substantial seas from a wind that a protected bay barely registers, because the bay simply runs out of water before the waves have room to build.
For a boater this is a planning tool you can use from the chart. Look at which way the wind is forecast to blow and trace how far it can run before it reaches you. A shoreline directly upwind of your route means short fetch and manageable water even in a stiff breeze. Miles of open water upwind means the opposite, which is why the downwind shore of a bay is often its roughest part rather than its most sheltered.
